(U) The l*afc Information provided by

indicated that

~L —The assumption
united states and

here is that Greenwood returned to tne
his GRU control was moved either to another Residency or
back to Moscow.

Based upon the above information, U. S. Army INSCOM
was able to tentatively identify the Hookshot subject as
Joseph George Helmich.- Jr.# born July 13, 1937, at Port
Lauderdale, Florida y (J^lO

Helmich is presently located in Aiken, South Carolina,
where he works as a car salesman. Helmich resigned from the
Army in late 1966 at Fort Gordon, Georgia, whJxsh is a signal
intelligence training center for the Army^ (fQ(U)

' v. _ _(JJ) "'"After Helmich returned from his Paris tour in 1963,
toe' Army investigated Helmich for "unexplained affluence".

He owned a new house, two Jaguar automobiles and other
accouterments highly unusual for a man of his age and rank.

In September of 1964, Helmich was requested to underqo«£
nr>i varanh Avamlna tlon in connection with this matter ■ IJn _

mjSubsequent checks on the sources of Helmich's finances
were found to be unverifiable. The French were unable to lo¬
cate the investment counselor, I l who Helmich claimed

to have used. Helmich's reported "gambling winnings" could
not be verified.

(U) It is known from the

information

that "Greenwood" had 10 or 12 months left to serve in Vietnam
(after the polygraph incident) and 10 years left to serve in
the Army. At the time of this information, Helmich had just
arrived in Vietnam which meant he had 10 to 12 months remaining
on his Vietnam tour. Helmich was 27 years old at this time,
had been in the Army since 1954 (10 yearns) jmd he had 10
years left to serve before retirement.

MWhile Helmich is now a civilian with no apparent
direct access to classified information, it is believed
that due to the inform^fcigui (sigint) he would have been
(U) abl ? to(jgjpvide the SlSjlfa the mid 6O' 1 s,inhere is reason/Lv
to indicate that Helmich could possibly be working for
the Soviets presently71 In what capacity, we sure unable
to determine. There presently exists a rather elaborate
antenna on the roof of Helmich's residence. In this re¬
gard, Helmich resides in a lower class neighborhood. He
appears not to be living beyond his means. He is, how-
m ever, in close proximity to Port Gordon, Georgia, (a sensi-
' ' tivesigint training facility)and Charleston, South
Carolina, (Navy nuclear submarine base).

It is noted that Helmich resigned from the Army, in
the fall of 1966 as the Army had begun indebtedness pro¬
ceedings against him. Helmich seemed to have gone from
"rags to riches and back to rags". At the time he left the
Army, he was in financial difficulty in that he had many
creditors. (#) U

(UJ It is realized that Helmich does not appear to
be receiving large sums of money, however, if he in fact is
still working for the SIS, his motivation may have changed
over the years to one of ideology. The ultimate goal in
any case, is to interview Helmich (provided he is determined
to be Greenwood) in order to gain information for the purpose
of making a determination on the following: 1) Prosecution
2) doubling him back against the Soviets and 3) a damage
assessment as to any sigint information he may have furnished
the SIS. This last factor could have enabled the SIS to
intercept and decipher our codes even today. 04^

(U) As Columbia does not have secure telephone com¬
munications and a substantial number of PCI t rained person ¬

nel. it is recommended that PEIHQ Supervisor,

travel to Columbia for a conference with the SAC, FCI

r

Supervisor and the case officer for the purpose of briefing
these individuals on the extensive background of this case
as well as to provide direction in discreetly conducting
this investigation within distinct parameters. Until it
is determined otherwise, this matter is being handled under
the assumption that Helmich is presently working for the
SIS in some capacity,

ReCOairtel 4/22/80, HO airtel 5/6/80 and SV airtel
5/12/80, all to the Bureau.

On 5/12/80, a pretext telephone call was made to
Bill Vernon Chevrolet, Aiken, 8. C. The caller asked to speak
to the subject and was told that he had left his Job there
two or three months ago. The caller was further advised that
subject is now working at Timmerman Motor Company (located
at 1103 Richland Ave., Aiken, S. C.)(See Para 1, Pa* 3, of
reCOairtel).

Physical observation of subject's home on. fi/14/RQ
determined that an automobile bearing 8. C. Licensel

was parked beside the house where subject's Chevrolet, s. c.
License TCS 461 (described in 00 teletype 4/2/80) is usually
parked. About 1:00 P. M. on the same date a Chevrolet truck
bearing 8. C. License XLE 174 was observed parked in the yard.
This vehicle departed prior to 1:45 P. M. Motor vehicle records

A pretext call was made to Timmerman Motor Co. on
5/14/wf, and it was determined that the subject was no longer
working there but might be reached at Goodman Chevrolet, Inc.,
New Ellenton, S. C . Physical observation of Goodman Chevrolet
(located about 8 miles from Aiken, S. C.) determined that the
Chevrolet truck was parked near the office. Later the same day
the sub ject's wi fe was observed driving the vehicle with S. C.
Licenae l 1 She was apparently grocery shopping.

b6

b7C

It is noted that Goodman Chevrolet, Inc. is located
two miles from the entrance gate to the Savannah Elver Plant
(described in 00 airtel 4/24/80). Several cars, with people
wearing badges indicating they are Savannah River Plant employees,
were observed around lunch time parked at a barbecue place
adjacent to Goodman Chevrolet (about 200 yards away).

On 5/13/80, a "For Sale" sign was observed on the
lawn at subject's residence, 1170 Abbeville Ave., Aiken, S. C.

»

Columbia speculates that subject is selling his house
either because of the fire damage mentioned previously or the
make-up of the neighborhood and may buy in an area nearer his
new job location.

Based on physical observations-to date, Columbia
believes subject's wife is currently unemployed or is working
only on a part-time basis.

The Bureau's attention is invited to New York letter

CO 65-156

The HOOBSHOT subject fits very well with these
descriptions - American, recruited in Paris, arrived in U. S.
(U) shortly before 1966, and was living in Florida, except for the
fact that this was a KGB agent rather than GRU. ' pQ

REQUEST OF THE BURBAP

Columbia also strongly recommends that FBIHQ give
Savannah authorizaticmto obtain the toll records as set out
in CO airtel 4/24/80 on I for the time period cited.

Columbia appreciates Savannah's comments but feels that, if j

theere is any chance at all that part or all of these exist, (

we should obtain them.
